New Delhi: Underneath the Bureau of Indian Requirements’ (BIS) international producers certification scheme, 29 licences have been granted to international toy manufacturing items, Union Minister of State for Shopper Affairs, Meals and Public Distribution, Ashwini Kumar Choubey stated on Friday, including that no license has been given to any unit from China.
In a written reply to a query in Rajya Sabha, the minister stated that the protection of toys is underneath obligatory BIS certification from 1 January 2021 as per the Toys (High quality Management) Order, 2020 issued by the Ministry of Commerce and Business (Division for Promotion of Business and Inner Commerce) underneath Part 16 of the BIS Act, 2016.
Accordingly, as per this order, it has been made obligatory for toys to adapt to the corresponding Indian Requirements for Security of Toys and to bear the BIS Normal Mark underneath a licence from BIS as per Scheme-I of Schedule-II of BIS (Conformity Evaluation) Rules, 2018.
As per this High quality Management Order, learn with Part 17 of the BIS Act, 2016, no individual shall manufacture, import, distribute, promote, rent, lease, retailer or exhibit on the market any toys with out the ISI mark.
Underneath the BIS Product Certification scheme, i.e., Scheme-I of Schedule-II of the BIS (Conformity Evaluation) Rules, 2018, licence is granted to manufacturing items to make use of the Normal Mark on the product as per the related Indian Requirements. Accordingly, toy manufacturing items, together with international manufacturing items exporting toys to India are required to acquire BIS licence for security of toys.
“Underneath BIS International Producers certification scheme, 29 licences have been granted to international toy manufacturing items. Three licences have been granted in 2021-22 and the remaining 26 in 2022-23. No licence has been granted to any unit in China,” stated the reply by the Minister.
The reply stated {that a} most 16 licences have been granted to Vietnam on this regard.
“High quality Management Order for Toys got here into impact on 1 January 2021, after which search and seizures have been performed by BIS. No data relating to pretend/imported toys was accessible until such time.
